Yep, I'm experiencing it too, as is just about everyone I know with
ADSL. I believe it's a combination of overloaded DSLAMs and insufficient
backhaul.

Currently investigating running coax along my neighbour's fence to get
close enough to the nearest TelstraClear cable :)
