The issue is that the IP address is programmable. It can be set
different for any given subnet. If it needs to be reset manually this is
the default address that it falls back to. No other computer on the
network was even in the same range. The only way to set it up manually
was to use a patch cable and set up with a standalone computer on the
192.168.1.XXX range.

Of course it does have a windows config program that comes with it, but
that didn't take. At least after using it and being told "config written
succesfully" i was still unable to access it via browser.

After resetting the IP manually by browser i was able to access it OK
via firefox/seamonkey or IE.
