I use Gnokii and bluetooth with my Nokia 6230i which might fit your
definition of a "cheap" cellphone... I think I paid $400 for it at the
start of the year. It's certainly not up in the stratosphere like some
of the newer Nokia models, but not the cheapest on the block either.
