That appears to be largely based on some unruly behaviour in 2002,
settled by a legal case in 2004, and people who are fed up with being
scammed by e-mail purporting to be from Paypal.

I particularly like the way they complain that Paypal is reluctant to
give out its phone number. Can I find their phone number on the site?
