[nzlug] can not kill a process

i have tried kill -9 21023, it did not work.

strace -p 20123 returns " attach: ptrace(PTRACE_ATTACH, ...):
Operation not permitted" , but i am a root.

system spec;

 Xeon processor, 3.0 GHz
 1 Gb RAM
 70 GB SCSI Disk Drive
 Ensim Pro 20 Server Management
 Fedora Core 2 Operating System

run uname -r , it output "2.6.5-1.358smp".
