The reason is that it's a Pentium II with 64Mb memory.  It couldn't
handle anything flasher.  It doesn't have a lot of work to do and it
manages quite successfully except for the odd MySQL query being a bit
slow.

In any case, I was correct in deducing that it was a cabling problem.
Mark Foster's lead was very successful at rectifying matters.  Thank
you Mark.
