Point of clarification - the issue isn't as much with "su", the command
that lets you switch to another user, as it is with the root account
being enabled.  On a system with an administrator account and a limited
account, many people would choose just to use the root account, which is
obviously a big no-no.  With no password set, the general user cannot
log into anything _but_ a limited user account.

As others have pointed out, there is also the "one password" advantage.
