You could take the scientific approach of changing the MTU between 512
and 1500 (say in increments of 100) and timing how long it takes to send
an email with an attachment to yourself or something similar.
My guess is you've got a bad phone line and noise on the line is killing
off packets. the larger your MTU the more data is in a packet and more
data has to be resent if a packet gets killed.
There's nothing wrong with a small MTU, all it will do is reduce a
little efficiency when downloading at 56k. It may even increase your
ping times if you're lucky.
