Read this: http://lartc.org/  - the Linux Advanced Routing and Traffic
Control HOWTO.

That document covers doing *anything* fancy with the Linux IP stack
which, these days, is actually pretty much anything fancy that /can/ be
done with IP.


Also take a look at the netfilter howto and the 'limit' match, which
isn't the right answer, but possibly is an easy one -- and worth
understanding a bit better, so you know why not to use it. :)
