[nzlug] Traffic Limiting

Hi Everyone,

This is what im doing:

I have a central server running Ubuntu + Iptables (IP masq) and a custom 
bandwidth monitoring thing.
My client is going to monitor (manually) the usage of the people that 
buy internet off him.
What i need to work out is how to, when the people are over there data 
allocation, limit their bandwidth (ie to that IP address) to 64kb/s 
(like an ISP does)

Can anyone point me to a site or give _very_ simple instructions as to 
how to go about this. Please assume i know near to nothing about 
iptables or any other technology that will do this.
