After checking a range of time servers,
including many NZ ISP's, I note that
they remain in NZST. Is this normal?
As in, they have no regard to NZDST,
expecting PC's to make the necessary
1 hour adjustment?
(Overseas time servers are no different)

NTP time servers operate exclusively on UTC. It is up to the client
to convert that to the local timezone. If your ISP shows the wrong
time, it suggests they haven't updated the timezone rules on their
server(s) to pick up the date of this year's transition to DST.
