[hblug] Lag when opening programs

For the last 5 days i have had an annoying wait while opening
applications and folders.

When I click on an application it appears in the task-bar saying that it
is 'starting program' and then the application disappears from the
task-bar and then 5 seconds later the application that I started
appears.

How do I fix this annoying lag.

I'm running Ubuntu 7.04
