Yes, if you update the /etc/ntp.conf file manually it will require a
service restart. That will update the system otherwise it will continue
running from values in memory.

So to test this is the case. Connect to the internet. Stop and restart
ntpd. Then see if a time update occurs. If it does you know we are on
the right track. If it doesn't reload the gui page after 15 minutes.

Which ntp server did you settle on?
