Edit it manually. The admin login may not have the rights to alter
this config file. Should fix the issue, fingers-crossed.

I also read that if the driftfile (/etc/ntp/drift) doesnt exist then
ntpd will query the ntp.server then query it again 15 minutes later to
establish the local machines drift. In that 15 minutes ntpd will not
update the system time. So if you turn on your box then login to the ntp
gui webpage and say "go now", you may have to wait 15 m1inutes for
something to happen, then refresh the ipcop ntp webpage. How patient
were you?
