Just being picky, but it dosn't "ban" the website cercerned, simply
tells your computer that the IP address for the domain cerncered is
0.0.0.0 which naturally is invalid.
You can also apply it if your ISP has dodgy DNS servers that sometimes
do not give you an answerer:
1.2.3.4 websitethatsomethimesdosntwork.com
Of course 1.2.3.4 will be the real IP address of that website.
