wordpress.com have free blog sites available.
If you want a more fully featured site, go Joomla or Mambo. The main
reason i include mambo is kiwiwebhost.co.nz offer it as an add-on for
free with a dollar/week account. When the developers split Joomla got
the more FOSS oriented developers, with Mambo being led by an Ausy
Corporate body. But the difference between the two is still slight in
programming. This difference will increase over time.
Both allow multi level users with contributors, editors, and publishers
in addition to the admins that can set up new accounts. Both have
options for contributed articles from file upload to a choice of online
editors. TinyMCE is a common editor to Wordpress and Joomla/Mambo,
although is does suffer from glitches on pages that have been repeatedly
