Moderation? of the forum/mailing list? or of a website?
Its possible to have a CMS and only allow certain users to post things.

Forum and Mailing List are no trouble.

As for google, you need plenty of incoming links, and to submit your site to 
google (as well as having proper tags in your page headers)
