I use one of the modems that you have and (as long as its kept cool - read: 
i have a house fan pointed at it, but my case is extreme because i run loads 
of computers through it) it works well. It might be a fault in the modem.

/dev/modem should work, but then again it might not. How far does it get in 
the dialing?
