If I type it with -s it helpfully replies with : Linux
If I type it with -a it replies : Linux (the address) 2.4.31

So is the instruction  just saying that I must be running that version 
of kernel  before I can run this upgrade?

As opposed to a specific run command with whatever parameters they are 
showing.
