I have heard the same in nzadsl over the last couple days, a couple of ISP
staff think that some exchanges/RAN's are a bit munged cause users on the
256/256 plan are getting FS/FS by accident (they are not paying for it)
and the ISP is having to rate limit them.

I belive this is either fixed, or very close to being fixed
