Reply button with appropriate amendment of Subject and keeping minimal 
quote does work after a fashion.  I've just done that now to this 
message.  The only annoyance is that it has to start a new thread which 
messes around people who like to read their mail in threads (which is 
about the only sane way to read a reasonably high-volume mailing list).
