Western Union or similar wire transfer.
Paypal.
Ring em up and give CC info.

Otherwise, really, its down to the means of payment that the Vietnamese 
phone company accept, isn't it?  How can AuckLUG help you with that? 
Perhaps the friend of yours could try _asking_ them?
