AFAIK telstraclear has built an exchange in penrose. Resource consents to put their own lines up have been granted for certain areas in east and south auckland, not sure of the deployment status but the coverage area is very small. If you live anywhere else in auckland don't hold your breath, it will be a long wait before alternative lines are a reality.
