Well, going on experience more than 20 years old, when I worked for
Telecom UK they certainly had to go and get signoff from council,
police, and all other utilities (gas, water, etc). It was frequently a
nightmare. Resource consents would make the job next to impossible.

As I recall "unadopted" roads were a major problem, because they were
essentially group owned by the residents.
