yes. They only special status they have is that as a registered
network operator, they cannot be stoppped from digging up the
road/whatever. But they still have to get a council approval
(typically 4 weeks), and the councils will not let a road be
opened and closed continously (they make you wait 1-2months
after the last dig.)

Correct. The VDSL stuff is (IMHO) a likely solution to most of this.
same range as ADSL, but 50-80Mbits/sec both directions. It is
currently lab stuff. The telco's hate it, as VDSL in the cable bunches
interfere furiously with other services, and the existing voice/E1 stuff.

And it means tossing out all the crappy ATM equipment and being an
ethernet telco, which none of the telco's really want to be...
(if you have really inexpensive equipment, how can you justify
really expensive prices... - shades of the music business)

But Mr Douglas Webb is very likely to unbundle the local loop,
the second puzzle is to be able to run other (really fast) stuff
on it. If the local loop is unbundled, why can't you attach your
own VDSL modems to each end and go for it.

The reason is the VDSL stuff interferes with the existing stuff
and the telco will make much less money from you, which to everyones
astonishment, they are not keen on, and will invent all sorts of
obstacles to prevent you doing it....

Legal, regulatory, technical, rubbish, FUD.....
