Its not the time it takes to actually make the change. It takes the techs a 
few seconds. But their "office stuff" takes time. God knows why. But it does.

And the line that goes to your house. eg. You <--> DSLAM isn't rate limited. 
Check your DSL routers connection speed setting. Its full rate. its limited 
inside telecoms network. on the internal ATM network.
